The Security Industry Regulatory Agency enforces strict eligibility, documentation, and conduct standards — and they reject applications that fall short. What the SIRA License Actually Covers

SIRA regulates the private security industry across Dubai under the umbrella of the Dubai Police General Headquarters. The SIRA license is a mandatory operating permit — no security firm, guard service, or close protection operation can function legally without it.

There are distinct license categories:

• Security Company License — for firms supplying security personnel to third parties
• In-House Security License — for organisations managing their own security workforce
• Security Consultant License — for individuals advising on security matters professionally
• Security Training Company License — for accredited training centres

Each category carries its own approval criteria. Confusing them wastes time and generates refusals.

Core Eligibility Requirements

For Companies

The applying entity must be:

1. UAE-incorporated — either a mainland company with a valid trade licence or a free zone entity with a dual-licence arrangement permitting mainland operations
2. Locally-owned or majority Emirati-owned in many categories — SIRA requires at least 51% UAE national ownership for most standard security company licences
3. Financially solvent — SIRA reviews your paid-up capital requirements; minimums apply depending on the licence type and scope of operations
4. Physically operational — you must have a registered office address in Dubai that can receive inspections

The responsible manager of the applying company (typically the General Manager or CEO) must personally hold a valid SIRA certification — or designate a SIRA-certified Security Manager. The entity cannot be approved if no one in a senior role holds individual certification.

For Individuals

Individual security consultant or manager applicants must meet:

• Minimum age of 21
• Valid UAE residency visa
• Clean criminal record (a No Objection Certificate from home country authorities is required for non-UAE nationals)
• Medical fitness clearance
• Completion of a SIRA-approved training programme

Security guards employed by a licensed company also require individual PSBD (Protective Security Badge and Document) registration — a separate but related requirement.

The Documentation Package

The Approval Process — Step by Step

Step 1: Pre-Application Verification

Log into the SIRA Portal and verify that your trade licence category permits security services. If it does not, you’ll need a licence amendment before applying. This step alone can take two to four weeks if a DED amendment is needed.

Step 2: SIRA Portal Account Registration

Create a company account on the SIRA portal using your trade licence number. Individuals create personal accounts using their Emirates ID. The portal is the primary submission channel — walk-in applications are no longer the standard process.

Step 3: Application Submission

Submit the complete documentation package through the portal. Pay the applicable fees. SIRA licence fees vary by category but typically range from AED 5,000 to AED 20,000+ for company licences depending on the scope. Individual fees are significantly lower.

Step 4: Inspection and Verification

SIRA may conduct a physical inspection of your premises, particularly for company licences. They verify that your office is operational, that records are in order, and that stated personnel are genuinely employed. Do not submit before your physical office is set up and staffed.

Step 5: Approval, Issuance, or Rejection

Approved applications result in a SIRA licence certificate with a defined validity period (typically one year, renewable). Rejection comes with written reasons. You have the right to appeal within a specified window, but it’s cleaner to address deficiencies and reapply.

Common Rejection Reasons

• Ownership structure doesn’t meet UAE national majority requirement
• Named Security Manager lacks a valid SIRA individual certification
• Office address is virtual or not inspectable
• Documents are expired, unattested, or in the wrong format
• Liability insurance policy limits are below SIRA minimums

If SIRA rejects on ownership grounds, restructuring is required before reapplication — there are no exceptions.

Renewal and Ongoing Compliance
